About Us

In October 2004, the University of Leicester approved the Professional Certificate in Education (PCE), a new Certificate in Education programme for the learning and skills sector. This had been developed through a collaboration between the University of Leicester, South Leicestershire College, Newman College (Birmingham) and Bishop Grosseteste College (Lincoln). The drive to develop the new award was twofold:

  • the highly critical review of initial teacher education across the post-compulsory education and training sector that had appeared in HMI 1762 (The initial training of further education teachers, HMI, 2003)

  • dissatisfaction with current provision among our network of partner colleges.

The PCE was subsequently delivered in partnership by South Leicestershire College, as an open programme, and directly by the University of Leicester for a group of adult and community learning (ACL) tutors working predominantly for the Leicestershire County service.

The provision of the PCE across these institutions was an ideal testing ground for the development of individual learning plans (ILPs). South Leicestershire College had the additional opportunity to compare ILP implementation in the context of the City and Guilds 7407 programme, delivered as an outreach programme. In addition to the PCE, South Leicestershire College offers City and Guilds 7302 and 7407 courses as well as in-house teacher training for local employers and community groups.

"Our project set out to research, pilot and implement a holistic process of induction and initial assessment leading to the development of simple, effective and appropriate ILPs for all teachers and trainers working in the learning and skills sector.

We have realised that ILPs have no real meaning unless they are enacted through differentiated delivery. Our challenge, therefore, was to deliver a fully differentiated programme of learning for each individual without completely disrupting group cohesion, programming and staff resourcing."
