The use of Individual Learning Plans (ILPs) in the training and development of teachers in the post compulsory sector
Introduction and Background to the Project
The delivery and assessment of teacher training for the post compulsory sector are standard across the provision, but recruitment processes and support arrangements for in-service trainees vary across the different partner colleges. This project was used to investigate and evaluate the different approaches and to identify best practice.

"The aim of our project was to explore understanding of the value of an ILP as part of a trainee teacher’s overall development and to investigate the use of an ILP to facilitate links between theory and practice, taught and practical aspects of the course."
The majority of the trainee teachers attending the part time in-service provision are employed by the partner colleges, but there are a number (in the region of a third) who are employed as part of private training companies or who work for the Police, Fire or Health Services. These students bring a wide range of ability and experience to the courses and the initial diagnosis and planning for development is an aspect that could be improved.
The range of practice and policy across the different centres was researched and particular emphasis was placed on exploring the links between the taught programme and the development of practice within the workplace or teaching placement. The development and use of Individual Learning Plans as a tool to aid this process was investigated.
The inclusion of the pre-service full time group added another dimension to the study as they were not already employed as teachers and therefore perhaps more readily perceived as trainees. Barriers to success and specific training requirements to support this process were also explored.
Aims
- The development of the most appropriate tool for identifying initial assessment and ongoing professional development needs of this group of students.
- To identify and explore issues arising from different policies and practices relating to qualification as part of the overall development of new and trainee teachers.
Objectives
The objectives of the project were to:
- Explore what is understood by the term ‘Individual Learning Plan’ through a search of current literature and exploring current practice.
- Enable course leaders to monitor these plans on an individual basis at least twice during the year with three students.
- Investigate the links between Human Resources management and teacher training in each of the centres and consider the implications of this with regard to ILP development.
- Produce a standard ILP format for all students across all centres within identified constraints.
- Identify what training is required and for whom.
